Wednesday, October 24, 2012 6:09:13 AM Local Commuter Alert Northbound I-95 in Stafford reopened after overnight crash; residual delays expected I-95 North in Virginia's Stafford County was closed for several hours overnight, and the left lane remained blocked at the start of the morning rush after a tractor-trailer crash that caused a diesel spill late Tuesday. State police said residual delays are expected through the early morning.
