S&P puts Germany, France and 13 other European nations on review for possible downgrade


Standard & Poor's announced Monday that 16 nations using the euro are being placed on a credit watch, risking a downgrade in their creditworthiness rating because of failure so far to rein in the continent's debt crisis.

The rating agency made the decision despite Monday's accord between France's Nicolas Sarkozy and Germany's Angel Merkel, signaling doubt that the new measures would be implemented fast enough to calm fears over heavy government debt. The 17th nation in the euro zone, Greece, already has S&P's lowest credit rating.
