French President Nicolas Sarkozy said the full E.U. talks broke down because of British insistence that a treaty protect London from future regional financial regulations. The impasse did not mean a rescue plan was dead. In fact, a European official said a more-limited accord, involving the 17 euro-zone nations and six others, was close to completion.
