European Union leaders fail to reach deal on treaty changes


Leaders of the 27 nations of the European Union failed after overnight negotiations to reach agreement on sweeping treaty changes to quell the region's debt crisis, leaving the 17 nations that share the euro scrambling to reach a more limited accord.

French President Nicolas Sarkozy said the full E.U. talks broke down because of British insistence that a treaty protect London from future regional financial regulations.

The impasse did not mean a rescue plan was dead. In fact, a European official said a more-limited accord, involving the 17 euro-zone nations and six others, was close to completion.
