Key post-Benghazi reforms still not implemented

Secretary of State John F. Kerry plans to tell lawmakers Wednesday that the U.S. government has "completed action" on all 24 security recommendations made after the attack in Benghazi, Libya, last September, but officials say some of the most substantive changes remain months and even years from taking effect.
