All lanes of the Outer Loop of the Capital Beltway before River Road in Montgomery County are closed due to an overturned tractor-trailer, authorities said. The closure is expected to cause major delays on the Beltway as well as nearby Interstate 270. Drivers are encouraged to find an alternate route, if possible. In Chevy Chase, Md., all southbound lanes of Connecticut Avenue have reopened after a massive water main break last night. All northbound lanes remain closed indefinitely.
